Ok fine. Now the next strange thing ... Changing the highlvl value doesn't effect the VU meter at all. Whether it is at 551 or at 900, the bar is always completely full.

So when LowLvl is set to 550 and HighLvl is set to 551 what does the VU meter show when the pedal is fully pressed and when it's fully depressed?

Okay so now lowlvl 550 and highlvl 551:

when it is fully depressed it is completely full like I said before, but now the strange thing: When it is fully pressed it shows one normal bar and one slowly blinking bar that is 1 pixel shorter at the top and 2 pixels shorter at the bottom. Also now the red light is blinking a little again.

edit: no, the second, differntly shaped bar is not blinking actually, i was just not pressing hard enough I think.

And what if LowLvl is 550 and HighLevel is 1023? Still full VU meter when the pedal is depressed?

lowlvl 550 highlvl 1023

depressed: vu meter completely full
pressed: vu meter completely empty, nothing blinks (except the red light, it blinks slowly)

While the pedal is fully pressed raise LowLvl by 10 at a time until the MIDI LED stops blinking and goes way.

done, it's 570.

So now I have lowlvl 570 and highlvl 1023. Is it already ok like this? If yes, that would be the 6 first steps.

I don't know yet. What happens now with the VU meter when you slowly press the pedal from fully open to the fully close position?

It switches immediately from full to empty with nothing in between.

Just a little remark on the sound I get now: Hitting the pad with the pedal fully pressed (I have to apply real pressure here, like I told at the beginning earlier) it makes the "tight closed" sound. So now I have a much better feeling about the whole thing. For this tight sound it is normal that I have to apply this much pressure ... If we get the intermediate steps now, it might really become a realistic feeling and sounding hi-hat ...
